Bug#254449: dpkg-dev: Please have dpkg-gencontrol and dpkg-source concatenate multi-line fields to one-line where appropriate

Indeed, I wrongly remembered dpkg-gencontrol missed some of the fields.
It misses the 'maintainer' field, but that is nonsense to have multiline
anyway.

This just leaves dpkg-source, since dpkg-genchanges copies from the
.dsc, dpkg-genchanges doesn't need a change for this.
