Package: dpkg
Version: 1.10.21
Severity: minor

It seems the debug output mentioned on the man page doesn't happen if
one uses --configure:
# dpkg -D2000 --configure netkit-inetd
dpkg: error processing netkit-inetd (--configure):
package netkit-inetd is already installed and configured
Errors were encountered while processing:
 netkit-inetd

You have to "or" together bits, each of which controls one kind of
output.
