When upgrading a package with a /etc/init.d/ script and /etc/rc?.d/
symlinks, dpkg installs the new package's symlinks, ignoring any
modification to those symlinks. I think the state of the symlinks in
rc?.d should somehow be handled as a config file, so that any explicit
change would not be lost on upgrade.

(The changelog between 1.10.20 and 1.10.21 does not say anything about
this issue.)

Yeah, unless you can find a package where the symlink is definitely in
the deb it isn't a dpkg bug.
