The bind9 package is behaving very strangely.  I had recently installed it as a
replacement for bind, and it was working fine.  I use it as a local
forwarding-only nameserver for my couple of machines on a LAN connected by
dialup to the Internet.  (That is, I use directives "forward only" and
"forwarders { ..... }".)

bind9 conflicts with and replaces bind.  It leaves the bind package in a
"removed" but not "purged" state.  Doing some housecleaning, I purged bind.  I
reasoned that the package had been replaced by another package that conflicted
with it -- I therefore did not need the old one any more.  Purging bind,
however, removed at least /etc/bind/db.root, which is obviously critical to the
functioning of bind9.  There's major problem #1.

After restoring my machine's ability to access the Internet without a working
bind, I downloaded the bind9 Debian package and reinstalled it.  The following
shell transcript seems to show that the package contains a file,
/etc/bind/db.root, that it nevertheless does not install:

    /incoming/src/debian# dpkg -i bind9_9.1.1-1_i386.deb

Unfortunately I am unable to investigate further into what the postinst is
doing, and so on, at the moment.

I've reverted to the "bind" package in testing, and have normal functioning
