In a newly installed debian system, there is a /usr/info/dir file, but
there is not a /usr/share/info/dir.  Policy does not say anything at
all about /usr/info (section 13.2); it only mentions /usr/share/info.

I think that a fixed install-info should be put into woody updates and
on upgrade it should move the physical dir file into /usr/share/info,
then make a compatibility symlink at /usr/info/dir.
