We've tested this fairly extensively and it seems that dpkg isn't inside
an infinite loop, merely a very long one; if left for a short while
it'll break out of the loop itself and carry on.

I'm therefore downgrading the severity of this bug, it doesn't make the
whole system break (critical) but certainly has a major effect of the
usability of the package without rendering it completely unusuable to
everyone (important).

It'll still be fixed, don't worry :)
