Is this still the case? dpkg Pre-Depends on dselect.
Also, could you clarify exactly what versions you're talking about? You
mention woody, but dselect was not a separate package in woody. Are you
talking about an upgrade from woody to sarge? If you're talking about a
downgrade from sarge to woody, then this is not a bug, as dselect was
part of the dpkg package in woody.
