Bug#233527: marked as done (dpkg-source don't check umask)

This is not a dpkg bug; dpkg should not implement Debian policy.  This
is similar to the fact that you can break dpkg-source by having a
broken PATH when building a package or break dpkg in a lot of other
ways.

I'd rather file a wishlist bug on debhelper to implement this in one
of the dh_* programs.
