Bug#217946: dpkg-dev: /usr/share/doc/dpkg-dev should be useful

(My third bug report today - sorry guys ;-)
/usr/share/doc/dpkg-dev is an empty directory. Much better would be
to have it a symlink to /usr/share/doc/dpkg.
