Bug#204275: dpkg: Same here with exim and exim-tls

Followup-For: Bug #204275

1. Installed exim
2. Uninstalled exim
3. Installed exim-tls
4. Purged exim -> /etc/exim/exim.conf DELETED

Both exim and exim-tls use that file. As exim-tls is installed exim purge shouldn't delete the file.
