Bug#203019: dpkg: inconsistant spacing in Setting up lines

When installing packages with dselect, for some packages there is a
blank line after the "Setting up" message, but not for others.  I'd
prefer there not be the blank link, but think that being inconsistent
is worse than always putting in the blank line.

Here's an example from today's update:

Setting up e2fsck-static (1.34-1) ...
Setting up apt-doc (0.5.8) ...

Setting up apt-utils (0.5.8) ...
Setting up autoconf (2.57-6) ...

Setting up libflac4 (1.1.0-7) ...

Setting up pbuilder (0.77) ...
