I would like to have an option to build
only architecture-independent binary package files 

why?

because:
I use a woody system here; when I upload , I upload source-only, 
so that all archs (including i386) are built by autobuilders
(and so all binaries in all archs are built in an unstable environment);
but autobuilders do not create arch-indep files
