Why are you removing the users? Does policy mention that this is recommended
practice?
If so, and if you really want to remove the users, then a pre-depends seems
like it is in order.
Btw, I have an open bug against dpkg about pkg ordering during removals. dpkg
will order pkgs during installs, based on their deps, but won't do the reverse
ordering during removals.
