Bug#189762: /usr/share/doc should be deletable

I'm being a wimp and not marking this serious, but as you know policy
requires that packages not rely on /usr/share/doc to exist for proper
functioning, so it can be deleted. And you guys keep telling me that
dpkg will get directory excludes in 2.0. And I saw this in its
poistinst:

        if [ -z "$2" -a ! -f /etc/dpkg/dpkg.cfg ] ; then
                cp /usr/share/doc/dpkg/dpkg.cfg /etc/dpkg
        fi

So that needs to be fixed before 2.0..
