Some examples: gcc-3.2 depends on libgcc1, kdenetwork depends on
libkdenetwork2 (=${Source-Version}), lsb depends on libz1 and libgl1.
None of these can be done with dpkg-shlibdeps. But you are right: while 
there may be these exceptions, the vast majority of dependencies is 
no problem.
