Bug#178839: dpkg-dev: dpkg-buildpackge should replace symlinks rather than targets

After apt-get source'ing from a file-URL deb-src, doing some changes
and a dpkg-buildpackage -S, my debian mirror is magically updated, which is
too much magic in one place.
Actually, apt-get is "smart" (maybe) by using symlinks and
dpkg-buildpackage will just write in the symlinked files rather than
replacing the symlinks by new files.
Severity would be critical, but the data loss isn't "serious", so it didn't
make it. However, in fact, I lost data. (Luckily these weren't my own packages.)
