Bug#160424: marked as done (dpkg lock file should be in /var/lock)

Justification: FHS violation

The FHS says:

  5.6  /var/lock : Lock files

  Lock files should be stored within the /var/lock directory
  structure.

Aptitude places it's lock file under /var/lib/aptitude, which is not
cleaned on boot.  if aptitude is killed and does not remove the lock
file for some reason, one has to remove the lock file by hand.  In
addition, all lock files should be placed in /var/lock, per the FHS.

dpkg is in the editor class, and is allowed to store it's lockfile elsewhere.
