ntpdate should probably declare /etc/init.d/ntpdate as a conffile,
since it requires the user to customize it.

currently, when upgrading, it blindly overwrites the user's
previous /etc/init.d/ntpdate, losing the previous customization.

other solutions are also possible, of course.
