Bug#163188: dpkg: UTF-8 locale breaks installation

I'm using a ru_RU.UTF-8 locale setting. While installing packages (configuration step) I get messages like
error in control file: `Document' value not specified at /usr/sbin/install-docs line 631, <IN> line 6.
error in control file: `Title' value not specified at /usr/sbin/install-docs line 633, <IN> line 8.
from dpkg (I guess it's dpkg). However, if I just try
LC_ALL="C" apt-get -f install
I'd get no error anymore - packages get installed correctly.
