This is too a policy bug. It's also a dpkg, dpkg-dev, and dselect bug(apt
already has a bug filed on it about this).
The policy bug is that policy mentions something that is not yet implemented.
The actual implementation details may change, and policy should not even
attempt to assume what those will be.
