Bug#153920: More problems upgrading from 2.2r6 to 3.0
Another set of packages where dpkg gets confused:

dpkg: regarding .../debconf/debconf_1.0.32_all.deb containing debconf:
debconf conflicts with dialog (<< 0.9a-20000730-1)
dialog (version 0.9a-20000118-3bis) is installed.
dpkg: error processing debian/pool/main/d/debconf/debconf_1.0.32_all.deb (--install):
conflicting packages - not installing debconf
Errors were encountered while processing:
debian/pool/main/d/debconf/debconf_1.0.32_all.deb
DPKG ERROR

Again, this error repeats over and over (and over and over...).
