Bug#152132: dselect: dselect.cfg(5) is not in dselect package

dselect: /etc/dpkg/dselect.cfg
dpkg: /usr/share/man/man5/dselect.cfg.5.gz
dpkg: /usr/share/man/sv/man5/dselect.cfg.5.gz

Why put the man page for the file in a separate package from the file
itself or from that which it configures?  Move the latter two files to
the dselect pacakge.
