Bug#151531: dselect: not properly UTF-8 ready

dselect incorrectly assumes that one byte in a string occupies one
column on the screen. This is used in dselect's main menu to align the
explanations of the 7 options. However, with UTF-8, this assumption may
not be true. For instance, the German umlauts take 2 bytes. To see the
effect, just start dselect with the German UTF-8 locale.
