It would be useful if dh_gencontrol could report the existence of a
substvar which would not be refered to from the control file.  I don't
think it would be wise to make this an error, but maybe this is
something to think about.

Feel free to reassign to dpkg-gencontrol if you feel it would be
better implemented there.

I've thought a bit about this and I don't think this is a good thing.
dpkg-gencontrol can't know if all substvar are used or not, it might be
used in a different context by a different tool.
