Bug#143135: dpkg: dpkg says it does not know what -i and --install is

Please have a look at the response from the two commands: 

# LANG=C LOCALE=C dpkg --install -f /var/cache/apt/archives/omniorb_1%3a3.0.4.1-7_i386.deb
dpkg-deb: unknown option --install

#  LANG=C LOCALE=C dpkg -i  -f /var/cache/apt/archives/omniorb_1%3a3.0.4.1-7_i386.deb                 
dpkg-deb: unknown option -i

Maybe it does not know what -f is? Then it should say so.
