suggestion to get rid of the 'apt-get update' and 'dselect -> update' differences



Hi!

Just a small suggestion to get rid of the 'apt-get update' and 'dselect
-> update' differences:

Why not let dselect check the timestamp of it's available file against
the most recent packages file in /var/lib/apt/lists if '2.
[S]elect' and/or '3. [I]nstall' are chosen? If they differ, then
regenerate the available file with apt-cache dumpavail and dpkg
--update-avail.
