I guess you could use libapt-pkg-dev. (Note: I've never worked with
libapt-pkg-dev, but I guess that's what it's for.)

again, use libapt-pkg-dev

Perhaps you can get ideas from dselect, kpackage, aptitude, gnome-apt and
stormpkg (and deity?). (Note: dselect (from dpkg) and kpackage don't depend
on libapt-pkg.)
