adding a "Kernel:" tag to control file

Hello,

I'd like to suggest adding a "Kernel:" tag to the control file. I think
it'd be very useful to allow combinations of kernels and architechtures
that need to be done manually as now. Moreover, in the future with
the coming of kernel-ports like GNU/Hurd and GNU/*BSD, this would
become still more useful.

For example, if i have a package that's only able to build on i386, no
matter the kernel, I (or porters) would have to care on adding every
new kernel-port in the "Architechture:" field.

It would also solve the problem that "arch" should be "linux-arch" instead
to specify properly the architechture. "arch" packages without a Kernel:
tag would just be interpreted by default as "any" packages that can build
on any kernel.

This would add a lot of flexibility to porters working on non-linux ports.
