Since with modern package acquisition methods [I]nstall also configures and
removes packages, I don't see much need for [C]onfigure and [R]emove (I see no
need to [A]ccess too, but that's another completely different thread).

I disagree. Apt is not mandotary. Not everybody uses apt.
