Bug#51920: dpkg: [C]onfigure and [R]emove are no longer necessary (sp?)

Since with modern package acquisition methods [I]nstall also configures and
removes packages, I don't see much need for [C]onfigure and [R]emove (I see no
need to [A]ccess too, but that's another completely different thread).
