Bug#51478: dpkg-dev: packages file built from first .deb found rather than latest version of .deb

Hi,

I'm glad to know that dpkg and apt handle multiple package versions in
Packages. I hope you're not waiting on a "complete" fix for
dpkg-scanpackages, though.

The simple patch I sent is certainly more correct than the current
behaviour. Since the patch is so tiny, it is trivial to verify that
nothing will break. In fact, only the second hunk is necessary; the first
was just me putting in comments as I tried to understand the code.
