Bug#43205: dpkg: install-info refuses to run

FWIW - I had this same problem. Turns out there were two versions of
install-info on the machine and the wrong version was being loaded.
This prevented me from loading many potato packages, gcc, g++, egcc,
bash, bison,flex, etc. Search for duplicates and remove, you'll be back
to a working system and can avoid --xextract and manually installing!

This drove me nuts for about a month!
