More patches

The attached tarball includes the following patches:

1.5.4-buildpackage-gpg-keyid.diff

  Puts in gpg support and the -k<keyid> flag

1.5.4-install-info.diff

  Patch for GNU install-info compatibility from Bug#28965.

1.5.4-scansources.diff

  dpkg-scansources program and man page, and Makefile.am changes to 
install them
