Bug#38687: dpkg: dpkg vs ro filesystems

Hi!

It would be nice if dpkg detected that it is going to install on filesystem
which is mounted read-only and aborted the installation before it is too late.

I believe that people with ro /usr would appreciate this, as it is quite
easy to mess things up when you forget to remount it rw (and we all do
mistakes occasionally, don't we? :)
