patch: dpkg on non-debian systems



Hi,

Last week I sent a preliminary patch to get dpkg to build on HP-UX.  I've
cleaned it up; dpkg should build a bit easier now on non-debian systems.

Highlights:

   * Configure fixes, esp. cpu checks (autoconf, automake)
   * More configure checks, extended libc-extension
   * Fixed dpkg-parsechangelog and dpgk-gencontrol '-L' switch
   * Fixed circular dependencies; configuration and compilation do not 
     depend on an installed dpkg anymore, or use the newly built
     executables/scripts.
   * Allow build without documentation:
     - Non-debian systems mostly do not have sgml* (or even tetex)
     - If you'd want to have sgml* stuff installed, you'd rather do it
       as a .deb package -- after installing dpkg and other, more important
       stuff.
   * Install fixes.
   * Allow non-root build/install/package.
   * Note that getopt* had to be included, because start-stop-daemon.c
     makes use of it.  While this should be fixed, I'm not planning to do
     so.

Being a non-Debian user who's very much interested in Debian, I've tried
from time to time to get dpkg to build on various non-Debian systems.  The 
package manager is the entry point to the distribution, it should tell me 
something about the state the distribution is in.  Each time it fails 
(RedHat 4.x, Cygnus GNU/Windows-NT, Linuxppc, HP-UX), I get a bit less 
enthousiastic about Debian, and decide to leave it for another year.

+I've made fixes to the configure and build process, so that now you can 
+build the dpkg tools on hp-ux, without dpkg installed, and without being
