There was a long thread on the -dpkg list where I argue that this is not a
'bug' at least not something that should just be 'fixed'.
Basically it boils down to it being a feature of the packaging system that
you can unpack things in any order and there is no point where you can
check reverse depends that it would not be 'too late'.
