Bug#27587: dpkg: segfaults on errors when LC_ALL or LANG are set

The same when using a locale LANG=es_ES.ISO8859-1 with xbase and other
packages (like tetex-base)
I could upgrade xbase (from hamm to a8) with
LC_ALL=C dpkg -i xbase_version...
With tetex-base I purged the old package and installed the new one. That
was before the use of LC_ALL=C come to my mind.
