May I also suggest:

f. Add support for "locally installed" packages.
ie: "dpkg --local-pkg mail-transport-agent" tells dpkg I've installed my
own mix of exim+qmail and it should consider mail-transport-agent as an
installed package when resolving dependancies. So far I had to install
fake empty packages to solve this problem, but this is somewhat kludgy
and unpractical.
(How easy/hard is it to implement this?)
