Bug#25674: dpkg dumps core on i18n

Version: 1.4.0.23.2 

I tried to do

dpkg -i lyx_0.12.0.final-0.1.deb

and got a segmentation fault when dpkg wanted to tell me that I should
install libforms0.88.

LANG= dpkg -i lyx_0.12.0.final-0.1.deb

worked.
