Bug#24714: dpkg-genchanges requires all packages listed in controlfile be built

I lied. Sorry, this is not intentional; or at least it wasn't
intentional on my part (*sigh*, and I accused others of unthinkingly
applying patches from the BTS; pot, kettle, black).
Bah, this is bad. For now, I suggest you upgrade to dpkg-dev
1.4.0.23.2, whose dpkg-genchanges doesn't suffer from such breakage.
