	It's a bug in dpkg-dev.  It should have the header:
"Replaces: dpkg (<= 1.4.0.21)".

	Should I submit a bug requesting it?

BTW: someone should do a dpkg release for frozen soon, correcting at
least this bug and removing the packaging manual.  Is anyone working
on it?  If not, I may do another NMU...
