That's what I think has to be the case. So unless we are aware of issues we can't solve, I'd say this is my baseline. I don't want to release knowing that this is not OK. Proponents of the merge have been saying that Ubuntu didn't receive bugs years ago when they did their merge and usrmerge got better since then.

Whatever advice we end up giving, the same section could also mention
the detail that if you don't want all of usrmerge's dependencies
installed - not that there are many - you can replace it with the
special dummy package usr-is-merged on bookworm.

*After* the merge (and I'm pretty sure that without the merge, usr-is-merged fails to install). Not merging is no longer supported.
