Bug#772963: release-notes: cellphone friendly CSS

I have added the 'important' and 'note' icons from Tango desktop
project. There is no 'caution' icon in Tango so I changed the colors
of the 'important' icon to add it.
You can find the 3 icons attached to this message. The source for the
'caution' icon is added too in case of someone wants to modifiy it.

You can find a temporary demo at:
http://stephane.yaal.fr/tmp/release-notes.amd64.html.icons/ch-about.en.html

I didn't find the arrows icons in the repository in Niels's master
branch. Do you have directly updated
/usr/share/xml/docbook/stylesheet/nwalsh?

I uploaded them at:
http://stephane.yaal.fr/tmp/release-notes.amd64.html.sbeck/index.en.html

I think they are not well integrated with the others icons and the
rest of the CSS. (However if people think they are better, commit them
instead of the current ones.)

The 'home' icon is confusing: it's an 'up' arrow so it means more 'go
to the top of the page' than 'go to home page'.

If your concerns with the FTP protocol is security, perhaps your
provider accepts FTPS or SFTP?
