The wiki[1] page points to the testing release notes[2], but the
release notes are not generated periodically.

This is
1) not a bug in the release notes, just a missing page on www.d.o
2) not true

See http://www.debian.org/releases/wheezy/amd64/release-notes/ and the
corresponding page for other archs.  Should be updated from svn a few
times a day.
