but it doesn't say where this is to be added.

I suggest:

"... To use the packages, finally, at the top of your sources.list
file add the line:

     deb file:/root debs/

After that just use the APT commands as usual."

states

"URI SPECIFICATION
       The currently recognized URI types are cdrom, file, http, and ftp."

but the HOWTO

states

"The /etc/apt/sources.list file can contain several types of
lines. APT knows how to deal with archives of types http, ftp, file
(local files, e.g., a directory containing a mounted ISO9660

Which is correct?
