5.11.4: In addition, the normal maintainer should always retain the
entry in the changelog file documenting the non-maintainer upload.

AFAIK that is wrong now that BTS versioning is implemented.
Maintainer should not include the NMU changelog entry unless the
changes are also preserved, otherwise they will have to manually untag
the bugs "fixed".
