Release Notes: Suggestion on upgrade/install aptitude

While updating the spanish translation I've found that the section on
upgrading aptitude to sarge's (or installing it if it was no there) has a
slight inconsistency in that, regardless of wether the version was there or
not in woody it talks about aptitude being upgraded.

Either the verb needs to be changed (in the first case it is upgraded, in
the second it is installed) or the paragraph needs to be moved to the
conditional content talkign about aptitude upgrade (woody->sarge). Attached
is a patch for the later case for clarification purposes.

Regards

Javier
