See the build log, which is in /org/www.debian.org/ddp/make.log
and which currently says:

...
bin/debiandoc2latexps  -l  $(echo zh-tw | bin/getlocale) reference.zh-tw.sgml
debiandoc2latexps: WARNING: overwriting reference.zh-tw.tex
bin/fixlatex: bg5conv: command not found
debiandoc2latexps: ERROR: reference.zh-tw.dvi could not be generated properly
debiandoc2latexps: rerun with the -v option to found out why
debiandoc2latexps: or check the log file reference.zh-tw.log
make[1]: *** [reference.zh-tw.ps] Error 1
rm reference.zh-tw.ent

That's the problem... you should ask debian-admin to install the necessary
packages or something like that.
