I would suggest the following file format:

  Section: HOWTO
  Lang: de (opt.)
  File: foo1.html (relative to the position of this file)
  Link: foo1 HOWTO
  Title: Section Title for special sections (opt.)
  Description: Line 1 (opt./may include HTML <tags>)
   Line 2
   Line 3

  Section: HOWTO

  ....

The file should be in /usr/doc/<foo>/.<name?>
