MBF for gettext 0.26 / 1.0

Hello.

Developer's Reference requires to do an announcement before a MBF,
so here it is.

I have made an archive rebuild of unstable using gettext 0.26 and
found 32 packages which FTBFS. As a first step, I plan to report all
those bugs as severity:normal with a link to the following page:

https://people.debian.org/~sanvila/gettext/

where I explain how to reproduce the build failures.

The bug reports will be like these, which I already filed as a test:

I expect this to be part of forky, but we are early in the development
cycle, and I want to give people enough time to fix their bugs.
